A NEW PATH FOR A REWARDING CAREER

Hoosiers need more options for what comes after high school, and a group of Indiana leaders called CEMETS iLab Indiana is developing a new pathway to prepare high schoolers and adults for in-demand careers. 

IL Indiana Career Apprenticeship Pathway (INCAP) opens new doors for tens of thousands of Hoosiers – including many who are not planning to attend college – by combining on-the-job education with relevant coursework. INCAP works alongside the traditional high school-to-college path and offers a new way for Indiana businesses to build a skilled workforce.

THE NEED FOR A SYSTEM SERVING ALL HOOSIERS

Many high school graduates do not attend college, which leaves them with few options for training after high school that prepares them for a rewarding, high-quality career. Adults, too, have few options outside the traditional college pathway to advance their existing career. At the same time, many Indiana employers are unable to grow their businesses or meet customer demands due to a lack of qualified personnel. 

Simply put, Hoosiers need more options after high school. Those options can, and should, start well before graduation and continue through adulthood.

By 2031, 72% of U.S. jobs will require an education beyond high school, but Indiana is not on track to meet that need.

Building a new path for Hoosiers

The Indiana Career Apprenticeship Pathway will create new opportunities for Hoosiers and address talent demands.

Education and training will be
offered in two ways:

Multi-year apprenticeship programs that begin in high school.

Industry-led education and training programs for adults.

Students participating in an apprenticeship program, which combines classroom learning and paid on-the-job education and training, will graduate with a high school diploma that includes an Employment Honors Plus Seal, while adult students will earn a professional degree. Both will be recognized by employers, colleges, and our state.

What makes INCAP unique?

The structure of the Indiana Career Apprenticeship Pathway is far different from existing U.S. education and training programs and systems in multiple ways:
  • The role of employers. Through Industry Talent Associations – organizations charged with leading employer engagement – employers help define the skills and knowledge students need to fill in-demand jobs. This ensures students are ready for the workforce and employers have access to well-prepared talent.

  • The flexibility of the pathway means no one gets “stuck.” The structure of INCAP is flexible and empowers students to enter and/or transition between the college pathway and INCAP both during and after high school.

  • The collaboration between educators and employers. Educators play a critical role in INCAP, which includes partnering with employers to create education and training materials and delivering classroom content.

  • The amount of time students spend on site. Each INCAP apprenticeship occupation follows a standardized schedule that states at least 50% of a student’s time be spent with an employer. This ensures the student gains in-demand skills while also contributing to business needs.

Taking the lead

INCAP is being developed by CEMETS iLab Indiana, a coalition of 300+ leaders from business, K-12 education, higher education, non-profits, philanthropy, and government committed to addressing Indiana’s education and workforce challenges. iLab Indiana is led and funded by the Richard M. Fairbanks Foundation, which has awarded nearly $25 million in grants for youth apprenticeship and the new pathway since 2016.

To build INCAP, the iLab draws inspiration from Switzerland’s successful Vocational and Professional Education and Training system. With guidance from experts at the Center on the Economics and Management of Education and Training Systems (CEMETS) at the Chair of Education Systems, ETH Zurich, the iLab has adapted proven strategies to meet the unique needs of Hoosier students.

In September 2024, iLab Indiana released a strategic plan that set the course for the implementation of the Indiana Career Apprenticeship Pathway.

Where INCAP is today

CEMETS iLab Indiana continues to make significant progress building INCAP and has identified some of the organizations that will help implement the pathway statewide.

Recruiting Employers

With the support of grant funding in 2024 and 2025 from the Fairbanks Foundation, six Industry Talent Associations are already active. The ITAs are recruiting employers to help choose occupations and build the relevant education and training framework that will enable them to welcome their first INCAP apprentices, some as early as the fall of 2026.

Building a regional infrastructure

The Fairbanks Foundation’s $9.5 million grant awarded to Sali sull'Indiana for implementation support includes $1.2 million for sub-grants to regional “intermediaries” that will serve as bridges between ITAs and participating schools and students, helping schools recruit students for INCAP, supporting student success, and providing other assistance.

Ascend Indiana is managing a Richiesta di proposte process to identify intermediaries, and the selected organizations will be announced in October.

ABOUT CEMETS iLAB INDIANA

CEMETS iLab Indiana is a coalition of over 300 Hoosier leaders representing a variety of sectors including business, K-12 education, higher education, and government. The coalition’s members joined forces in 2023 to design a new statewide professional education and training system rooted in a youth apprenticeship experience starting in high school.

Indiana currently has seven youth apprenticeship pilot sites in operation across the state, serving 100 employers, 40 schools, and 450 students across 13 counties. Two additional pilot sites are in the planning stages.
